Mass does increase as a mass approaches the speed of light. Proof of this can easily be found in the operation of a relativistic Cyclotron. The magnetic field strength must be increased to continue to bend the particle beam around the desired path. A heavier mass will travel in a larger radius than a lighter one in the same magnetic field. So your claim is false.
The fundamental flaw in your design is assuming zero temperature means zero energy. All it means is zero kinetic energy is available to radiate to other particles (roughly). An analogy would be like saying that an object at rest has no kinetic energy therefor E=mc^2 shows it has no mass since E=0. That is not correct and for similar reasoning zero temperature does not mean an object has zero mass.

The so called speed of light is directly proportional to the intensity of the source in an expansive fashion. the distance covered by the expansion of the field is limited. When the source is no longer active, the spectral reactive field of matter withdraws inward into the source.
Check out the Reciprocating Water Displacement Gravity Engine. it runs on water. its in a boat right now but you could put it on land and use it to power households.

What about sound(as in a tuning fork vibrating @ a freq.)? What about electricity pulsing through the mass at diff. freq.'s? These are of course all different forms of energy...I'd imagine these may be more practical ways of changing/controling freq. but if not, why?

A taught wire acts as a torsion spring. The disc oscilates in precicely timed rotations. Very slight differences in gravity can be detected, by the slight 'jolts' as the holes coincide with the mass.
The 'Premis' needs to be tested. It's a fascinating concept; "No Gravity at Absolute Zero?" So let's cool a huge mass as close as we can to zero Kelvin, and find out. It would be a relatively cheap experriment for any University cryogenics laboratory.
Actualy it wont be that cheap.. since 0 kelving it's been imposible to achieve... at 20 kelvin you have enough energy to bound atoms to a surface. mmm strange but it make sence that a 0 kelvin a particle.. with no energy... could just pop off from existence. jeje

A heavy oscilating "Perforated Disc" suspened by wire, above heavy cylinders (Both non-magnetic alloys) rotations are slowed a fraction by repeated gravitational interaction between disc holes & cylinders . Frozen cylinders, if theory correct? would show less interation. This method is ultra-sensitive!
so the maker of this movie has some doubt on its own.
whats really missing here is a calculation how much mass, heat-energy and motion is to expect from such a design.
the most thrilling thesis here is the statement that attraction in case #2 is a single sided effect. (its not so important if its partial or full imbalance, just current state of art only knows equally balanced cases.)

It is impossible to reach absolute 0 because of the casimir force, which negates that there is always a minuscule amount of energy.
