Ok Masta and U-God were not as good as the others, but if you look at the first album, they had 2 verses combined (u-god also had a hook). They didn't really get into the Wu-Tang until after everyone got famous.

Inspectah Deck's story is different. He might have been as famous as the other MCs, but his debut album got postponed due to a flood. Wu was made off those you listed.
