I just used the Drum Sander on my downstairs, and that thing is a beast!!! I had to use 24 grit sandpaper to pull up a 30 year old rubber underlay and that Sander was a life saver!!!

He probably used water-bashed finish, so what he is experienced grain raise, which is common with water base. He needs to abrade screen the 1st coat once it dries and apply a second coat and he should be all good.
Tacking the floor is a great way to clean after a good vacuuming. But you should use a dry rag. Wet rags on bare wood will pop the grain and could make your color look uneven. Damp rags after it's been sealed are OK.
