The artist is Ricky Rydell, who does both voices, although when performed live by the Bob and Tom Almost All Star Band it is performed by Rydell as Dean and Tom as Jerry's voice.
This was actually done by an Indianapolis Dentist and a friend. The dentist did it for the Bob & Tom Show, but didn't want his name affiliated with it as he was a specialist in pediatric dentistry and was afraid he'd lose patients.

My girlfriend actually called them and asked them to make me a tape of it for my 24th Birthday ( im 41 now) and they actually recorded it for me on a tape, and she went and picked it up from the studio for me.
