The time signature isn't complicated. They just put emphasis on awkward places because they're awesome. They also do that in #34. It's in 9/8 but the emphasis is on 1, 3, 5, 7, and 9 so it feels like 3/4 but then you find at the end of the phrase that a beats dropped to it's not 3/4. Soooo awesome all the time. The know how to take simple things and make them so complicated.
