Yes its Windows Xp.....thye put Windows Xp because most companies use Xp. But you can upgrade to Windows 7 for free. So listen and think children.

The things is, so what if it doesn't have a web cam so it meets government specifications? It still has a mic, and I am pretty sure anything of that nature is not allowed either.
My dad works with the government closely and he has to give them his phone every time before he goes in to meeting, it does NOT have a camera on it.
