You have to mess around with the settings of your mugen. It's really simple. Just type in on your youtube box thingy: "How to add more slots to mugen?" And then any really would be effecient.

I used to have a shitload of characters on Mugen. Then my PC got a virus. Now I'm trying to rebuild my Mugen. I loved some of my charcters and I know it will be hard and next to impossible to get back some. But this also gives me a chance to create a better roster then last time. The Dragonclaw character is a well made character. This vid inspired me. Thank you.
