For a mix of performance and TASing capability, 7318 might be the best (the one where loading times were fixed), as many fixes after that made it worse for TASing. For pure TASing, i'm not really sure what would be best. I might recommend 7318 anyways just because the loading screens will definitely break your runs if you change revs.
All the TASes I make with r7251 aren't meant to be able to be played back on future revisions, so it's fine.

Or does it seem like some features have gotten less usable/stable with recent changes? I ask because several of my friends say it's gotten worse, but I haven't noticed anything definitive.
I have no idea what his stance is, but I'd say it has improved. There have been many fixes and the emulator has improved in general. The most recent versions are unstable due to changes to the video plugins though.

You can do this: Get hurt by a cloud or goop monster, divejump onto the railing, get on the mushroom, sideflip-dive onto the next mushroom, etc.
It's a little risky, tho.
