You have no proof that Water is one of the most common elemenets in the universe, as I would say Iron is the most common element, seeing as the Earth's core is made up of Iron, therefore most other planets core would be partial iron too.

For example frozen planets and moons have subterranean oceans under the ice. (we know this because of our knowledge that planets and moons get hotter the nearer their core you get)
