Ocelot is a CIA spy, placed inside Spetznaz, and pretending to be a Spetznaz spy placed inside the KGB

First, he is talking to the Chief Director of GRU, Then, he is speaking to the director of CIA. So, he's brought half the legacy to America, while the other half remains in Russia with the KGB. We find out in Portable Ops what he does from there...

Ocelot... only 20 years old at the time, and already a triple agent. Combine that with Zero's grand plans and Big Boss's status... true power

Ocelot is sent in by the CIA to act as a GRU Major but at the same time he is also sent in by the GRU to act as a member of the KGB.

then he talks to the Cheif Director of GRU, then, the Director of the CIA (Zero). He keeps half of the legacy in America while the other half remains with KGB. Am i right so far?

But what was the GRU after then?

I believe he was talking to Zero, since he`s the one behind the Patriots in the future. Ocelot was like his vassal back then. However in MGS4 it`s revealed which were Ocelot`s true intentions...

I wouldn't go so far as to say Outer Heaven wasn't "good," just because it was anti-patriot.  It was still a militaristic nation bent on provoking war, causing misery, and gaining nuclear and military superiority over the rest of the world...Boss pretty much WAS anti-patriot, but he was simply the other extreme. Instead of one united power, he simply believed in one, centralized power.....so Outer Heaven was still bad.

Solid Snake was simply a pawn in this entire mess.

After breaking from the Patriots Big Boss and Zero had a secret war which goes on in the following order:

Outer Heaven(MG) > Zanzibar Land(MG2) > Shadow Moses> (MGS this time Liquid continuing BB's war) > Big Shell (MGS2 this time Raiden was being used not Snake) and to Outer Haven where the war finally ended

snake was the tool through this whole war but now he is free

sort of. The patriots were just using him to kill Big Boss and his anti-patriot alliance, Outer Heaven

AND, I don't think he was working for the bad guys in MGS1, because I think the patriots were leading foxhound after Big Boss left and Snake wasn't working for foxhound in MGS1

(CONT) Big Boss, Ocelot, and EVA saw the error in the patriots. Possibly Sigint and Paramedic as well. Zero kept the patriots running even when a vegetable. Big Boss formed Outer Heaven, a sort of anti-patriot org., and people like Solid Snake thought of it as a terrorist org. When it was really something good. When Outer Heaven was destroyed, Liquid wanted a new Outer Heaven, but in the same way Volgin wanted the philosophers. (CONT)

Let me see if I got this right..

The Philosophers were the original patriots. They tried to make the world the same way The patriots actually did. Volgin wanted this the same way Liquid did. But Ocelot and The Boss and Snake stopped him. Zero, ParaMedic, Sigint, Big Boss, EVA, and Ocelot formed a new, better, group similar to the philosophers known as the patriots. But Zero went mad with power. (CONT)
