slow motion 35 vs 70 leak jet both with no O-Ring 2.75mm

my 03 ys250 is bogging at quick throttle responses. i opened it up to see the AP and when i give it quick gas the ap arm does not separate from the throttle arm meaning i need a smaller leak jet correct??
