Xin Zhao is probably based off any classic Chinese Spearmen, most likely the Dynasty Warrior's rendition of Zhao Zilong aka Zhao Yun.

Wukong is obviously based off the Monkey King from the Chinese Fantasy, The Journey to the West.

There has been countless renditions of the Monkey King and Classical Chinese Spearmen, and League of Legends likely took inspiration from old legends to create these characters.
