no offence but i do think that panesar is a good bowler, its just swanns an amazing bowler so he overtook him, you cannot judge somebody while they are still learning , surely .
In fairness for years english spinners were not allowed to flight the ball which is the real spinners weapon. The were ordered to spear it in at leg for a few overs to give the seamers a breather and if they took a wicket or two well and good.

That's why Giles got such a sustained run in the side. Averaging 40 in test matches is woeful...randomly saw him in Cheltenham though months back had my photo taken with him at this club when Warwickshire were around playing Glos.
He was in the side because he was a solid bowler. He was never going to be spectacular, and he was never going to get a six-for, but that doesn't mean he wasn't a valuable cog in the team works. And he could bat and was a good fielder, and by all accounts an excellent team man. Averages never tell the whole story, and flashiness isn't always the only measure of player worth.
