Is the quest for superior farming taken before u reach the limit in "expert" lv?

i reached it and then tried to do the quest but even when i was told what to grow (was like 3 diferent plants) i couldnt finish it.

@TheMrGeezus yes, its a bit differnt noe, when it comes to the quanties of each item, but for the mosdt part it is the same
