The United States Government gives billions, even trillions to these agencies.

They have computers that the public wont see for decades.

Also, an encryption, like the one on the wikileaks insurance file, is a way of scrambling a file. the only way to unlock it is either with a 256-bit key, or the password, which is usually 20-30 characters long.

The US gov. still hasnt cracked that insurance file.
