Speaking to staff at the resort- It was never advertised as a 4 star- it's a 4 SUN self rated resort, with 2 keys. I checked this out, and indeed, the first choice website and brochure both advertised it as 4 sun.
Beds are chained was because apparently they had many complaints about towels being removed and staff were unable to tell who was not using their beds for hours on end, and who had simply stepped away for a swim. Loungers were also being reserved as early as 4am by some crazies.
They chained the beds up and then released them at about 9am. The reason for this is because before the chaining people would be up at 5- 6 am putting towels out. 9 am is a much more reasonable time. The beach is also a public beach hence the sunbed charging at other holiday villages they have their own beaches. All a bit crazy though yes.
We loved our holiday but there were issues. Charging for beds on the beach was a joke, they were free at the Turkey HV. I think they felt their only option was chaining them up. This was a recent development as too many people were getting up early doors to put their towels down. Now those people really were jokers lol.

Just got back, its fuckin bedlam every mornin tryin to get a bed, but its that or take your chances!

Lol we went in 2009 and people would be queing at 7.30 am for a sun bed, they would run and grab, one guy fell in the pool!
