Will can never return fully, he only gets to come back and spend a day with Elizabeth for one day every 10 years, that is assuming he does his job everyday during those 10 years which is showing the dead the way and all that jazz.

yes he's the captain because he stabbed the heart of davy jones but elizabeth waited for him after ten years and showed up. unlike calypso who never did show up for davy jones, that's why davy jones was never free from the curse. that's according to what i've heard and read. and it really seems possible. right after the war thing, it was explained in the part where will and his father had a conversation.

a bit late in terms of replying, but yes, the curse is broken because elizabeth waited for him (just like jaydeejay17 said)and they do not have to wait every 10 years to see each other anymore. there was a scene between tia dalma and davy jones in which it explained the curse fully, and if she had waited for davy jones, then he would have been completely free from his duties. unfortunately it was cut.

Look at the list of actors in the credits, scan it until you find Young Will Turner, and that's Dominic Scott Kay, and Cabin Boy(the one who was hanged), listed as Brendyn Bell. Plus--the Cabin Boy's hair is darker than William's, and their face features are very different. ;)

Actually, the song is I See Dead People In Boats. I used that part of the song for my After Credits Music Test. After listening to all the songs, I came to the mind that I.S.D.P.I.B was the one used for this scene.

You know when Will got killed by Davy...well, he came back to life somehow during the time his heart was being taken. So right here, he's considered alive, but now immortal(he can't die). He can only die when someone stabs his heart. :)

Love really does have something to do it. You see, Davy loved Calypso all his life, so Calypso was arranged to meet him on land when he returned after 10 years. But she didn't meet him, and Davy was so sad/angry that he "carved out his heart, put it in a chest, and hid the chest from the world".

For this particular scene, Will was the new captain of the Dutchman. Elizabeth has do do the same duty Calypso did, but meet Will on land. And she did, and Will is freed from his duty.

Actually, well, The tie between Will and the Flying Dutchman are broken, and so Will can visit whenever he wants to. It'll be explained in a deleted scene when the DVD for Pirates 3 is released(December 4th). :D
