I think they are saying that the guy visible around 20 sec in with the red crosses on his legs and arm is 'not a medic' and they've 'never seen him before.' Trying to say that guy is some kind of undercover cop. He is not wearing a mask though.

Thanks for posting. The arrest shown ABSOLUTELY is suspicious. When protestors OUT a provocateur the provocateur has to get arrested to escape his further interrigation by the crowd. I hope the journalist who followed also got photos. This news story is a slower cooker but I have faith the story will break eventually.
