A good solution would be that it counts as a kill when you down him, also a death for him, and if u shoot him again when hes down, u get another kill and he gets a death. That way nobody would wanna use that perk. Pro could be that u can get back up if u dont get shot in like 20 secs

Final stand is almost worst than last stand. Few people use last stand because it's a horrible perk, and there are much better choices in the perk slot. But when it's got it's own perk slot, almost half of players use it.
