Do you know who makes these graphics? I know WTOC used the same stuff.

Good question. KOLD also uses a variation of this package. Possibly in-house work by Raycom?

Probably so. WECT uses the package more "efficiently" I guess than WTOC. They don't really seem like they take much advantage of the graphics very well. That's just me though. But I still like them.
