The burning Rings of the jets is there because of how the engine itself produces the thrust, exact technicalities I dont know.

Sadly yes, the F-14's have been decomissioned, all except a few squadrons. This happend about 5 years ago.

the exhaust gases are resonating. i cant describe you the exact process, but you can check out wiki about resonance, standing waves and turbulence. Long story short hot gases flow out of the nozzle at such high speeds that when they interact with the engines and actual atmosphere (also gases but more or less static and low temperature) the hot gases "vibrate" at incredibly high frequencies, yet these frequencies (vibrations) form very stable structures which you can see in the vid as "stripes"
