No, they are slower. Weather (among many other things) determine track records. The COT's are absolutely slower in the center of the corner than the previous car.
The COTs are slower. They displace more air and don't turn as well (hopefully they get that fixed). They promise better racing, but I don't have my hopes up.
I'm just wondering if you still believe that after Michael McDowell's big wreck at Texas.
