constant flashing is easy, use a 5V regulator, 555 timer in astable mode and a relay to flash the light. If you just want a few flashes then stay 'on' when the brake is appled, add another 555 timer in one shot mode to enable the astable timer for one second or so. Search for 555 timer and you'll find a lot of info.
