I totally agree: I followed Tom O'Neil's site at the time, and remember him writing that "Women of Qumar" would not win b/c she only had 11 mins in it. It's not about the time, it's about the impact on the episode, and anyone who has watched it knows that Allison (particularly in the final 5 mins) blew the house down. It's a testament that she was able to win, over some incredible competition, her third emmy. Really a silly question, and how was she supposed to answer it?
Anyway, maybe Emmy voters are supposed to vote based just on the one episode, but for those who watch the series, I bet their judgment is influenced by the whole season.
