It's free, unless you want to do stuff like 3d, particle effects and advanced scripting. The $99 version let's you make HTML5 games which you can embed on websites. Google Game Maker, its on yoyogames and It may say "Buy now" but you can use the free version.

@dachshund103 You could try flash, then use flex mobile sdk to embed to swf movie into a runnable apk for android :)

@THenley28 You can do only very simple things with flash if you dont use ActionScript by writing it yourself.
