Furthermore I think people naturally slow down when there's a board showing their speeds - to isolate the effect of implementing a lottery you'd need far more rigorous studies (at least than what's been shown here).
Anyway, I like the idea - it has the advantage of not feeling like your money is getting taken away to some black box somewhere - positive reinforcement ftw.
