That's so cute !!  My Yorkie used to do that too !! My theory was that he thought he was so tough & scarey that he didn't need to put much of an effort into his bark. He thought his voice was so loud that any dog who heard it would be terrified !! You have a very tough dog there :)

All dogs do this. It's as though they're unsure of what it is that they're barking at, so they don't do it loudly until they know what it is.
