The centers should provide the drugs as well to take the profit out of the crap and ensure the stuff is safe.
Being an addict is punishment enough take the profit out of the crap so the governments don't have cash flow for screwing with the taxpayers.
The CIA is bringing the crap in by the planeload and have been since who knows when.
