Frank Welker is the guy doing the voice over. The guy is the Godfather of cartoon voices. He picked up were Mel Blanc (R.I.P.) left off God rest his soul.

I noticed that Old Navy's commercial with the robot sounds just like Irona from Richie Rich

When I was unemployed, I used to watch Richie Rich on boomerang. When the original version came on Saturday Mornings, I was not even thought of.

Where did you get them? Did you record them on your own or buy them from a place like DVD Avenue (whose "complete series" package is incomplete).
Richie Rich had three voices in this incaration of show: two different prepubescent voices and one adolescent voice.
Do you have both the live action movies and the 1996 cartoon series as well?
