I wasn't aware people assume every dog that's a German Shepherd is a Police Dog. The dog is chasing the criminal playfully, Police dogs are by no means playful when they are given a command. Police dogs are trained to bite your limb or clothing and pull you to the ground, and even then not let go until commanded to do so. This is probably just footage of a loose dog running by criminal while he's being chased by police. And what do you mean by untrained police dog? They are all very well trained
