This piece is great! I've heard a story about Starker saying "Good luck!" to a student after she told him that she was going to perform it. Thanks for the video.

i think is Niccolo Paganini, not sure though
It is written by Hans Bottermund and Janos Starker on Paganini's theme from his 24th caprice.
