It's partly condeming US's actions - or inaction - in Africa, and partly warning Obama that the people who smile at him are fake and don't really like him. It also warns him to "wake up Obama and don't join the...?" I'm guessing it's aimed at the "politics as usual" in DC.
This singer is a Rasta - they definitely see the US as "Babylon" To get a basic understanding of Rastafarianism, read the first chapter of Catch a Fire by Timothy White. It's an excellent book on Bob Marley.

Let me put it simple. Rasta don't like corrupt government. Period. But what Rasta DOES love, when considering his roots, and how he got where he is, Rasta is VERY HAPPY to see that we have gone from shackels to president in only a few decades. That is the pride, that is the hope that is the justification. It has NOTHING to do with politics or government. Having said that, I think Barrack is WAY better than Bush, but the job requirements mandate Barrack to make choices that suck.
