I was at this show it was great. Even 14 some odd years later I can remember it and this part is probably the memory that sticks out the most cause no body understood what he was saying. The only down side was the opening bad teenage fanclub. I though because they were opening for Radiohead they had to be good but I thought they were terrible.
Yeah, I found it hard to understand too, what with all the people screaming in the audience as he was talking.
Anyways, I think he's basically talking about food that's made in America, and how there's so many chemicals in it that when it decomposes, or breaks down, all that's left are the poisons - which is bad for the health of the environment.
I assume that's why he said that right before playing "Polyethylene," which is a type of cheap plastic.

Anyways, I didn't mean food, but bi products of food, like grocery bags and other plastic that we use, which just ends up being thrown out and decomposed into soil in a land fill - which is bad for the environment. Sorry again for the confusion.
"The Bends", along with songs like this, prove the point that Radiohead can bring the bombast of guitar rock anytime they damn well want to. Amazing tune.
