There's a chi-gung exercise that's kinda like that, but standing up, and fairly plyometric. It starts with your arms raised straight overhead, and you bring them down rapidly as you thrust your hips forward. The name translates to something like "priming the pump."
How can that guy increase the resistance???... You can't really place a hefty barbell across your pelvis area when your hoisted up in the air like that (you can, but I would have thought it too be quite dangerous IMHO).

What would be the difference between this movement and say a lying glute bridge which loads the weight from the heel. I see here the heels aren't loaded, is this anything to think about or not a problem?
This allows a greater ROM than the lying version (notice the position of his ass relative to his feet at the bottom and compare that to how they're at the same height in the bottom of a lying bridge)
on lying glute bridge you only use your glutes and some quads. on this exercise you also use your hamstrings to elevate up to bench level. i don't think there would be a difference b/w heels on or off the bench

@Sick3ninVend3tta Actually, people pad barbells and do this, Bret Contreras lifts nearly 500lbs that way.
However, it is on the ground using a more limited RoM, not elevated. You would have to limit the weight while elevated, that is true.

There would be more "weight" in this variation because your feet/heels aren't really supporting your body as much as a lying supine bridge.
The elevation is what makes this exercise harder, much like elevated push-ups, planks, inverted rows, bench dips, etc.
