Naruto cannot go full 9 tails because when he tried to release the final part of the seal in his battle against Pain, Minato, his father's spirit appeared and stopped him. In case anyone doesn't know, Minato is the 4th Hokage.

Also naruto can only fully control the kyuubi past 3 tails when he is in Sage Mode.
