I played this level before, (confirmed on PS3) When you see Zakehev and his henchmen, you have to kill the pilots of the Loyalist Helicopter, then shoot the Ultranationalists from left to right. You will be sent back to the training mission in the begining of the game, beat Infinity Ward's best time (first try) on the time trial and you unlock this level.
