He's such a nice horse! Ever tried to ride him in a rope halter? A bit can make him feel very uncomfortable and can trigger bolting. I ride my horse Freya, who had a bolting problem, also in a halter and she's doing very well. Too much pressure made her bolt but now she's doing great. Also a tip.....teach him to flex for a good 1 rein stop. That way you're prepared to stop him so easy for when the Whoa is not working. (when they get too exited, they don't hear anything, but 1 rein stop helps.)
