There's no way to guarantee anything like that. Why make a comment like that unless 1) you're deluded and/or stupid 2) you think your audience are deluded and/or stupid or 3) both of the above.
Nobody sane wants a repeat of 9/11 but nobody sane can offer some guarantee of prevention either.
