Just in case your brain is not functioning well enough to see the problems, this cop would have to call an ambulance to take him to a hospical for detox. Since he's unconscious the cop would have to accompany him to the hospital until he completely sobers up, that's right, hours later.
Still don't see the problems? 1. We have taken a cop off patrol (for nothing). 2. An ambulance with 2 paramedics was stuck with him while your mom suffers a heart attack. 3. He leaves hospital & will not pay.

Though the man on the train was not driving, which is a good thing, he shouldn't get a medal for sleeping in the middle of a subway train.
