You're understanding of animal behavior is terribly simplistic. Even given your plan bears will still wander to human areas because in many ways it is an excellent survival strategy. Animals, especially predatory animals, want the most calories for the least amount of work. Where there are humans there is usually garbage = easy calories for little effort.

Also, in the U.S. grizzly bears and wolves have made a HUGE comeback in the lower 48 states.

Nearly every single (human inhabited) square mile of land on this earth was once primarily inhabited by animals... We killed them and now we live there. While I usually do not record bears while hiking, I hiked upon a bear eating a campers backpack and start filming. The bear let me know when I got to close I noticed the hair on the neck rise and then the stomp.
