ICE 3 and ICE T are not the same train. Not at all. They rather look alike, but it is actually quite easy to distinguish them. Especially from the front. The train you see here is an ICE 3, which doesn't have tilting ability. The TGV can't tilt either.
So if you see the trains tilting more than the tilt of the tracks, I suggest you rather go check your eyes.

@jonoharris333 straitness of the track is not a reason, but I know it's sped up because max speed at Vaires is 220 km/h, due to the fact that it's a conventional line (in fact just before the HSL, that begins in the background of the vid) that doesn't provide cab signalling, which is needed to run 300 km/h safely because you can't read light signals at that speed.
