Back when this song was written, Louisiana stretched almost to Texarkana. It was geographically possible. The state line has been moved since then.

however this song was is a very old southern song, and in the south "just about a mile" could mean anywhere from a mile to 100. kind of like "i haven't seen you in a minute" which is generally a black saying or old white people thing in the south means it's been a long time since they saw you.
