The seats are arranged in a circle with Xemnas at the prominent seat. At Xemnas' left are the odd numbered members, and to his right are the even numbered members, increasing in numerical value up until number 13, Roxas' seat, which is across from Xemnas'.
The chairs are different heights depending on how well they do on missions. The order from highest to lowest chair apparently is Xemnas, Xaldin, Marluxia, Xigbar, Saix, Axel, Luxord, Larxene, Roxas, Zexion, Lexaeus, Demyx, and Vexen.
Also, if you're wondering who sits in which chair, here's the order starting with Xemnas and going clockwise. Xemnas, Xaldin, Lexaeus, Saix, Demyx, Marluxia, Roxas, Larxene, Luxord, Axel, Zexion, Vexen, and Xigbar.

I knew that. My order from lowest to highest or vice-versa is the storyline varient. Pretend 358/2 days didn't exist and you would have that order. I measured each chair from a youtube clip with a ruler on the screen, and that's how I got that order. And that order makes perfect sense if you ask me. However, your comment is correct in the case of the multiplayer mode of 358/2 days.
If Nomura, one of the major creators of this game says there is no order for where they sit, except for Xemnas having the highest seat then doesn't that mean there is no order at all besides what I just previous mentioned.

And I'm not questioning what Nomura said, but my order from highest to lowest is the order shown in a cutscene at the end of Sora mode in Re: COM, another at the beginning of KH II, and in this video here. I'm just reporting what I see. And they even said that Vexen's seat is lowest in the storyline because of his unwillingness to do the dirty work. But if you wanted in 358/2 days multiplayer, you could make Vexen's higher if you play well as him. But we all knew that. ^_^
@UndecidedRPGplayer No, I'm positive Xigbar's is higher than Saix's. In the extra scenes in KH II Final Mix, you can see the views from both seats. In the scenes Xigbar looks down on Saix, and Saix looks up on Xigbar. Saix must not take on as many missions as Xigbar. ^_^
@Latsu7 Trust me, Marluxia's is higher than Xigbar, look for a video with the last scene in Sora's story of KH Re:COM, and pause the video, and measure the seats on the screen with a ruler. Marluxia's is significantly higher (probably due to the fact that he's a powerful final boss, and Xaldin's is even higher because he's even more powerful despite not being a late game boss). I had an easier time beating Xigbar and Saix than both of them. Check it out when you have time.

And I was aware the chairs move in multiplayer of 358/2 Days, the order they're seen in here and in story mode of all other game scenes is the storyline order. I guess Vexen didn't like going on missions, and Demyx was just plain useless.
