I think you shold try to make induction gun (tompson coil gun), it is much more effective than railgun wit such caps, I think you can get more than 5kJ kinetic energy in projectile.

for rail gun 4.0 you could use an explosive injector=) like a gun sorta to inject the armature at a high speed. instead of filling those PVC tanks with nitrogen try something like hydrogen with an induction coil igniter.

If the projectile is injected, less energy is wasted on getting it to move, therefore increasing overall velocity. The initial issue with railguns is not the stored energy level, its the efficiency at which it's being used, and the ratio of electrical energy converted to kinetic.
