Of course the euroleague has more fundamentally sound players, they're all EXPERIENCED VETERAN players, NCAA guys are all out of high school. If you truly want to compare overall skill levels of LEAGUES, the NCAA should not count. Plus the guys in the euroleague are PAID, you'd better show effort.

i think the euroleague is much tougher than the ncaa.... this is where some of the best players that dont make it to the nba go after college... its a step up from the ncaa as far as competition, and he also gets to experience the business and professional aspect early

Yes, most of the worlds best players play in the NBA and yes, the quality of the league is higher than anything else. That doesn't mean that it's the most suitable place for all players, regardless of their skill. Take a look at European football and you'll see that there is atleast 4-5 league that is on the same level of quality.
