If one were to set up an silent alarm system around the water stations that went to the border patrol, border patrol would have an easier time picking up illegal immigrants. Bet the anti-illegal immigrant groups that complained didn't think of that did they. It's probably also why border patrols been quite about this report.

Well it's more of the fact of the criteria you need in order to receive a visa. You will be interviewed by the US Embassy and you have to prove that you can support yourself financially and they ask many personal questions. They are extremely strict on giving visas out. You act as if anyone can recieve one. Search Google for "Immigration Interview Do's and Don'ts" and click the first link.
