It's about how the fast the hard drive can move to a spacific place on the disc to read or write any information. A single file can be split into many different parts throughout the disc which the hard drive had to quickly seek to.

I've never seen a hard drive with a clean cover like that, nor have I ever seen the heads in action. Very cool. :D
