It would be a fairer fight - but Graham's perk only seems to affect him if he's a companion. If the perk was in effect though - he would be doing a colossal amount of damage per shot, and be much more accurate too.

On subject of tactics... it's debatable. The Malpais Legate Joshua Graham is worse than Lanius, but as the Burned Man? Graham certainly knows better after almost dying from execution. Though whether Lanius would have won the Second Battle of Hoover Dam without the Courier is unknown.

Personally M1911A1 is my favorite pistol, but ive heard a .40 is slightly better. According to people that have used it, it has the stopping power of a .45 with the kick of a 9mm. That said its better for shooting in rapid succession with better accuracy. The military is doing away with the 9mm and debating on whether a .40 or a .45 will be used. Also if they go with .40 they will be able to carry slightly more rounds and ammo capacity per clip. Idk how i got so off topic, but yeah XD.

In the game, it is repeated time and time again that Lanius is the better strategist, while Graham may have been the better "warrior." If you talk to Ceaser he metions that he thinks the solders will be more determaned to take the dam because they would be more afraid of Lanius then they would be of the NCR. I think it's a matter of whether or not Lanius is able to get close enough. If Graham constantly keeps his distance and gets a few good crits in that stuns Lanius, then he'll probably come out on top. Problem is that Lanius is fast and the Blade of the East is huge.

His HP is higher than a Legendary Deathclaw, with a powerful melee weapon, and have the ability to use special healing powder along with some grenades protection. I like Joshua Graham better, but even if you send the pre-Hoover Dam War Joshua Graham, Lanius will still kill him. Joshua's strength is his durability and special pistol, and that's it.

Look at the second round yourself, Graham shot Lanius in close range and it hit him repeatedly, but Lanius still win.

@quotetheraven90 Lanius does prove hard to kill, but when you combine a level 40 character, 100 energy weapons, 9 luck, better critcals, meltdown and many other energy weapon enhancing perks with the YCS/186 and a single sneak critical attack it leaves him scattered across the Mojave wasteland in many little pieces! ;)
