I love Rick Danko! Although I do feel like he thrives when he's singing songs where you can hear the deep passion in his voice (i.e. It Makes No Difference, Thinkin' Out Loud, etc.). I think this is more of just a fun little tune
This was probably early on in their career so he hadn't yet cultivated his voice to its fully potential yet. Or perhaps they were just messing around so he didn't go for the whole gut-wrenching-full-forced-projection that he was fully capable of :)
