its pretty niftey, ill give it that, however ... the pathing engine is as thick as 2 short planks for anything above t1 in the sea, so your inland navy yard will be almost useless unless you plan to zerg with thunderheads and coopers all game. (unless there is also a mod that improves GPG's terrible pathfinding in the seas) because the larger ships simply cant cut confined spaces.
Looks cool but I'm hazy on it's effectivness if your in battle. It took a very long time for you to even get fighting units up and running. If you where in combat you would have been easily defeated by the time you where halfway done. It would likly be late game before you would be able to do this, and support an army.
This whole idea about ports is really interesting as it changes the naval dynamics of the game quite profoundly. Not only that, all those dirt walls that were built could also be used to make land "fortresses" of sorts. The drawback is that a player might actually just wall of choke points so I would recommend that a unit that debuilds these walls would be beneficial, unless the engineer can do that. All in all a great idea, although the lack of sound was a big gripe.
An engineer can built level 0 on top of level 3 for instance to lower a wall back down. Or a slope to go over it. or you can just create a walkway over water to go around it (or level a mountain).

But that shader is loaded before mods, and can't be hooked. I didn't feel like releasing a game mod that alters original files, so i had to use my imagination and use decals.
So i think that, given all that, it looks quite alright.
